The aim is to provide some fairness among the terminals in terms of utility, which is cast in the framework of discrete-time linear distributed consensus. To this end, the rate-utility characteristics of each stream is linearized, which allows to get necessary and sufficient conditions on the controller parameters to asymptotically reach the consensus. To prove our statement we also provide a general result on consensus of identical continuous- or discrete-time linear systems.
