Governmental services in line with modern standards are sometimes referred to as the result of industrial development and high taxpaying capacity. It may be, however, that the quality of governmental administration and the adequacy of public services are an important causal factor in luencing the location and development of industry. Good government is an achievement within the reach of each state and of each community within the state, lthough the need for wise expenditure policies m y be more obvious in areas with low taxable res urces.
