Their policy design is an essential element in acquiring knowledge about their achievements. Nevertheless, this aspect has received less attention than their implementation or impact. This article introduces a proposal combining policy evaluability and plan quality evaluation approaches. We suggest two main dimensions (readiness and internal consistency) and indices to measure them, providing information to assess plans according to different evaluative aims.
