Complementarity of Sichuan and Chongqing in power is analyzed in time scale. Based on the complementary characteristics of source and load and the constraint of inter provincial communication channel, considering the available transmission capacity of transmission lines in the inter provincial planned electricity quantity, the power supply and demand matching model of dynamic transformation between the generator and the user is established. As the market factors, the dynamic adjustment mechanism of market transmission price under the win-win cooperation mode of power generation, transmission and utilization is discussed in this paper. Furthermore, the clearing model of inter provincial power market transaction is proposed with taking into account the interests of generation, transmission and consumption. The transaction method of regional integrated electricity market is obtained in the dual track system of planning and market.
