It is of great significance to study a set of reasonable and comprehensive evaluation model for medium and long-term dynamic planning investment of distribution network to guide the accurate investment of distribution network. We employ an index system for the investment efficiency of comprehensive performance of distribution network. An optimal combined weight selection model is built based on fuzzy hierarchical clustering analysis. The information entropy and time degree theory are introduced to the expected performance evaluation model of distribution network planning for establishing the dynamic yardstick evaluation method based on data envelopment analysis. 摘要

在配电增量业务加强、电力能源替代战略实施等电力发展新形势下,在投资建设规模相同的情况下,配电网升级改造需求不断增加。研究一套合理、全面的配电网中长期动态规划投资评价模型,对指导配电网的精准投资具有重要意义。本文采用了配电网综合绩效投资效率指标体系。在模糊层次聚类分析的基础上,建立了最优组合权重选择模型。将信息熵和时间度理论引入配电网规划预期绩效评价模型,建立了基于数据包络分析的动态尺度评价方法。通过对某省9个地区投资规划策略的分析,验证了所提方法的有效性和合理性。
