And it was He who prepared learned men among the Muslims since the time of the Prophet, the blessing of God be upon him, who carried the message of His laws and His commandments and all the tenets of His religion, as they interpreted them from His Holy Book, and as they received them from the Prophet, and transmitted the message faithfully to those whom they deemed worthy of receiving it.
