目前,我国公共部门人力资源管理存在一些问题,如人力资源管理理念尚不完善、评价和激励机制尚不完善、人力资源管理战略规划等。推进公共部门人力资源管理发展,要从四个方面入手:着力实现人力资源管理理念的现代化,创新人力资源管理激励机制,建立和完善与国际市场化相结合的人才制度,建立公共人力资源开发教育体系,建立健全法律体系。
