Results shows in qualitative research that cadres have knowledge about the role of cadres, but do not yet know the main tasks and functions of cadres and do not have cadre skills. The quantitative analysis showed that there were differences in the knowledge and skills of cadres after training compared to before training <i>p</i> = 0.000 (<i>p</i> < 0.05). In conclusion, Cadres know the role of cadres through training.
