The goal of this study is to deepen understanding of legislative professionalism by examining how policy stakeholders perceive the postsecondary policy environment in a “citizen legislature.” The study draws on 26 in-depth interviews with higher education stakeholders in Nevada. The findings contribute empirically to the literature by demonstrating that legislative professionalism can be understood in terms of the meanings assigned distinctive legislative environments.
