Random sampling was ideal because each respondent of the target population had an equal chance of being selected. Purposive sampling was used to identify 5 key informants. Results: The study also established that interventions that could address the challenges facing OPCT program were at two levels, namely; community and NGOs; and the government. Unique contribution to theory, practice and policy : There is the need for government support in ensuring there are timely budgetary allocations for the program in the national budget. There should be staff capacity building and training for ministry officials involved in the implementation of the program.
