A survey of 293 private institutions of higher education shows that, on the whole, party secretaries tend to be more advanced in age, with a fairly reasonable ratio of men and women, while their academic qualifications need improvement. The career trajectories of party secretaries display diversification, and their power is gradually expanding. The principal channels for selection of party secretaries include appointment by the educational affairs department of the party committee, or election by the school. Abstract

[摘要]研究民办高等学校党委书记的群体特征和选拔渠道,对加强民办高等学校党组织领导,完善民办高等学校内部治理结构具有重要意义。一项对293所私立高等教育机构的调查显示,总体而言,党委书记的年龄往往更大,男女比例相当合理,但他们的学历有待提高。党委书记的职业发展轨迹呈现多元化,权力逐步扩大。党委书记的产生主要途径是由党委教育部门任命或学校选举产生。未来,民办高校党委书记应建立以资格为基础的准入制度,完善党委书记的选拔制度,准确定位党委书记的角色,正确处理与学校运营者、校长的关系,让党委书记更好地发挥领导、参与者、监督者、协调者的作用,从而迎来安全、学校发展稳定规范。
