In recent decades in each of these states, constitutional change has been mooted as an at least partial solution to severe and sustained internal armed conflict. However, in each of them, change of a kind that responds effectively to the conflict has been, and continues to be, elusive. Inevitably, the trajectories of both the conflict and the responses to it are distinctive.
