A CONSTRUÇÃO SOCIAL DO PROBLEMA AMBIENTAL: O CASO DA PEQUENA CENTRAL HIDRELÉTRICA PAIOL GRANDE EM PALMAS-PR /The social construction of the environmental problem: the case of small hydropower plant Paiol Grande in Palmas-PR

Abstract

O presente artigo propõe analisar a arena de debate da Pequena Usina Hidrelétrica (PCH) de Paiol Grande em Palmas-PR e caracterizar os seus atores a partir da teoria da construção social dos problemas ambientais de John Hannigan. A análise tangencia o processo de licenciamento ambiental, suspenso judicialmente, para tratar a construção social do problema ambiental e suas arenas de discussão, no sentido de caracterizar os principais personagens e o papel que desempenham no debate. Também, se faz uma avaliação da problemática a partir do paradigma científico, tendo como elemento principal o Estudo Preliminar de Impacto Ambiental (EPIA), que é confrontado com as temáticas da complexidade ambiental e interdisciplinaridade. Abstract: This paper proposes to analyze the debate arena of the Paiol Grande Small Hydroeletric Plant (PCH) in Palmas-PR and to characterize its actors from John Hannigan's theory of the social construction of environmental problems. The analysis touches on the judicially suspended environmental licensing process to address the social construction of the environmental problem and its discussion arenas, in the sense of characterizing the main characters and the role they play in the debate. Also, an assessment of the problem is carried out from the scientific paradigm, having as its main element the Preliminary Study of Environmental Impact (EPIA), which is confronted with the themes of environmental complexity and interdisciplinarity.
