The article traces the different approaches of states to the formation and observance of the principles and norms in the field of human rights - from the Cold War to the warming of the international situation, and then in the conditions of modern interstate relations. Today, International Law is at a turning point: in which direction the main vector of its movement will be directed will become clear in the near future.
