The moral management of public organizations in modern China should not only emphasize the recognition of the value of members of public organizations for the purposes of public welfare of public organizations, improve the provision of an ethical system for public organizations and increase the cultivation of individual morality of members of public organizations, but also it is necessary to strengthen systemic punishments and rewards for the socially charitable behavior of social organizations and use rigidity settlement systems, deterrence and direction of social and charitable behavior of social organizations. Abstract

The pursuit of personal gain in the name of the public good is a typical characteristic feature of the moral anomie of public organizations (NGOs) in China. The root cause lies in the insufficient development of the culture of public welfare, weak self-restraint of public organizations and weak government supervision. 论克服现代中国公共组织道德失范的实践途径
以公共利益的名义追求个人利益是中国公益组织道德失范的一个典型特征。其根本原因在于公益文化发展不足、公益组织自我约束能力弱、政府监督不力。现代中国公共组织的道德管理不仅要强调对公共组织成员价值的认可,以公共组织的公益性为目的,完善公共组织的伦理体系,加大对公共组织成员个人道德的培养;但也需要加强对社会组织社会慈善行为的系统性奖惩,运用刚性的安置制度,对社会组织的社会慈善行为进行威慑和引导。从实质上讲,需要在公益组织中培育公益文化,促进领导导向公益价值观,将制度上的惩罚与激励相结合,促进公益组织在公益领域的行为管理,加强政府监督,促进公益组织的公益失范管理;从而有助于全面推动公益组织在公益领域克服失范现象,以及在其他方向上的全面进步。
