The Indonesian government undertakes development in the field of law through the correctional system, especially for former terrorist convicts. One of the institutions to carry out the guidance of clients of terrorist prisoners is the Class I Correctional Hall of Surakarta. In carrying out its duties and functions, Bapas Surakarta encountered several obstacles, including obstacles related to funding, facilities, and stigma in society. Therefore, Bapas Surakarta collaborated with the Gema Salam Foundation, which is a forum or community for former terrorist convicts to work together to form partnerships in the context of social reintegration for former terrorist convicts. This study aims to assess the effectiveness of the partnership between Bapas Surakarta and the Gema Salam Foundation using 6 (six) partnership principles by Hardy et al. The research method is descriptive qualitative method. This research uses in depth interview and documentation as the data gathering technique, with data sources are informers and documentation.
