The research is a qualitative research using case study design undertaken at Bendosari sub district. Based on the analysis, the research concludes that: (1) the training program management in women’s empowerment through Simpan Pinjam Perempuan (SPP) actitivies at Bendosari Sub District of Sukoharjo managed using bottom-up planning; (2) The result and the effect of training program can be demonstrated with the improvement of the user groups and the fund revolved and the change in women’s behavior of the participants; (3) the supporting factors can be classified into two types, namely internal and external factors.
