Abstract

ABSTRACT Based on an analysis of plan-making processes in 12 Baltic cities, this study explores public engagement strategies and dominant ICT-enabled engagement approaches and processes in the post-socialist context. The results show that e-participation is an integral part of the city planning practices in all three Baltic States, primarily contributing to the diversification of informing and consulting processes.
