We show here the feasibility of a decision-making aid model for the regulators. The realization of this model is founded on the fuzzy sets theory, which is used for the resolution of the complex and uncertain systems problems. The originality of this model resides in taking into account the exploitation requirements as well as objectives pursued by the regulators. It uses the expertise as a source of knowledge to solve the problems of the traffic regulation. These problems become much more difficult, when disturbances caused by unexpected incidents are simultaneous in several sections of the network. This difficulty is in modeling of the incidents, and of the pertinent decision-making criteria. We find here, a good reason to achieve our model on the fuzzy sets theory. The applications of this study are first the transportation network of Montbeliard town in the east of France.
