To examine and evaluate the trends of the climate legislation in the context of greenhouse gas emissions regulation; to determine the main advantages and disadvantages of the current carbon regulation at the national and regional levels.Methods. Using analysis, synthesis, deduction, induction and comparison, this article reveals the current problems and trends of the state regulation of greenhouse gas emissions in Russia, its mechanisms and tools.Results. The author has analyzed and evaluated the current climate legislation in terms of regulation of greenhouse gas emissions, including the key federal laws and strategic documents, which form the system of state carbon regulation, and the related sub-legislative acts.Conclusions. Abstract

Aim. To analyze current problems in the development of state regulation of greenhouse gas emissions in Russia, including its economic and institutional-legal aspects.Tasks.
