Pakistan has strived though unsuccessfully to introduce reforms into thousands of religious seminaries. Among the different sects of seminaries, Deobandi madaris which are mostly led by Jamiat Ulama-e-Islam Fazlur Rehman (JUI-F) have posed the greatest challenge.
