Attributes and metrics of the performance characteristics were defined and elementary functions for evaluating the quality of their implementation were developed. The procedures for planning and performing evaluation processes are substantiated, which makes it possible to quantitatively express the quality of both an individual attribute and their aggregate in the form of sub-characteristics and characteristics of the external quality model.
