Abstract

有机食品产业对华出口战略研究:以应对非关税措施为重点

研究目的:本研究的目的是为有机食品行业的非关税部门进入中国提供策略和解决方案。研究设计、数据、方法:本研究分析了中国有机食品的文献综述和非关税措施，并通过对出口企业的实际访谈分析了出口成本，得出非关税措施的经济效果。首先，这是应对新冠疫情后消费趋势的对策;其次，这是加强中国食品安全监管的对策;第三，这是利用韩国贸易保险公社的农产品和海洋产品出口保险的对策;第四，这是利用政府资助项目和与食品行业合作进入中国的对策;第五，这是实施出口成本管理的对策。为了克服政府层面的非关税措施，我们建议在海关部门扩大和支持AEO MRA制度，扩大韩中有机认证制度谅解备忘录，并建议国内许可制度和技术条件的国际标准化。因此，出口企业必须密切关注中国的消费趋势和食品安全法规，并利用政府资助的项目。此外，由于非关税措施的成本随着出口数量和出口金额的减少而降低，因此出口成本管理非常重要
