Moreover, participative decision-making also played a prominent role in making PMSL implementation a success, namely as an intervening variable. Abstract

The phenomenon of low performance of university lecturers in Indonesia has led to the emergence of an initiative by universities to develop a performance measurement system for lecturers (PMSL). Any factor that becomes the key success to the policy for implementing the PMSL is still an interesting research gap to be studied further. For that reason, this study aimed to examine ethical leadership, organizational support, and participative decision-making policies as PMSL implementation determinants.
