The outcome of networked targeting and attacking based on C4KISR may strongly depend on the intelligent usage of available sensors and weapons maximizing their effectiveness. One downside of Swt-opt algorithm is that it highly depends on perfect network topologies. In this paper, consensus algorithm is combined with Swt-opt algorithm to guarantee the assignment effective over many different dynamic network topologies. The improved algorithm also has advantages over communication, computation and robustness to inconsistent situation awareness.
