If the investment in sewage treatment and solid waste disposal facilities is defined as investment in urban environmental infrastructure, environmental protection investment will decrease by about 50 percent. The deficiency of investment was concealed by the superficial increase of urban environmental infrastructure construction investment and the inappropriate extension of the connotation of environmental investment. The distortion of environmental protection investment is very serious. Abstract
