Abstract

Recent disasters have highlighted the gap between existing urbancentric resilience models and the needs of rural communities, which are frequently marginalized. Large rural constituencies, encompassing vast and sparsely populated areas, lack broadband connectivity and rely predominantly on volunteer-based emergency workforce.
