Voices from ethnic minorities: policy brief of a participatory community broadcasting programme in Hong Kong

Abstract

ABSTRACT This policy brief introduces the Community Involvement Broadcasting Service (CIBS) provided by Radio Television Hong Kong, the public broadcaster of the city, as a platform through which ethnic minorities can participate in media production and communicate with their community members as well as the larger public. The essay discusses the situation facing ethnic minorities in Hong Kong, especially the challenges of media representation and participation. It then discusses the origin of CIBS and examines the characteristics of ethnic minority programming through the service. The essay also discusses the challenges facing the endeavour and the ways to evaluate the performance of the programme.
