Who decides about the city and how: Ceremonial procedures in local and spatial development decision making

Abstract

the research topic of this paper is the decision-making within the institution of local development in Serbia. the analysis of the interaction of actors, norms and regulations in the case of the General Urban Plan of Mladenovac, contributes to the understanding of the complexity of decision-making on local development, and key factors that affect effectiveness and efficiency of the implementation. the research of local development institutions and specifics of the decision-making flow was conducted on the case of transforming guidelines and rules of urban development plans into interventions.
