Tiempo de crisis. El Patrimonio Audiovisual Valenciano frente al cambio tecnológico

Abstract

Tras tres decadas de autogobierno, la Generalitat Valenciana ha creado, fomentado, recopilado y restaurado un patrimonio audiovisual de incalculable interes cultural que tiene en la Filmoteca de CulturArts-IVAC y en el archivo de RTVV sus dos grandes centros de conservacion. Este patrimonio se encuentra en un punto critico por la necesidad de afrontar su transformacion tecnologica en un momento de gran dificultad economica y politica. El cierre de RTVV y la incertidumbre sobre el futuro de su archivo llevan a contraponer su caracter patrimonial a la tentacion de privatizar su gestion y a recordar las recomendaciones de la UE y de la UNESCO para que sean archivos publicos y sin animo de lucro quienes se ocupen de la salvaguarda de las imagenes en movimiento. Si la fragilidad de los soportes de la cinematografia, del video y de los ficheros digitales de imagen es la clave de su conservacion a largo plazo, mas determinante resulta hoy el imperio de la tecnologia digital en todos los ambitos de la generacion, acceso y conservacion de la produccion audiovisual, pues conlleva un patron de obsolescencia que puede suponer el bloqueo del patrimonio audiovisual valenciano si la Generalitat no le hace frente de forma inmediata y decidida: dotar a la Filmoteca de CulturArts-IVAC del equipamiento tecnologico necesario para la digitalizacion de sus fondos, dar continuidad a los planes de digitalizacion del archivo de RTVV y estimular los de todos los archivos audiovisuales de la Comunitat Valenciana, reforzar –en sintonia con las recomendaciones de la UE- el acento conservacionista de instrumentos como las ayudas publicas a la produccion o el deposito legal y estimular el desarrollo del Catalogo del Patrimonio Audiovisual Valenciano son medidas que deben coadyuvar a la conservacion a largo plazo de nuestro patrimonio. ABSTRACT After three decades of autonomy, the Valencian Government has created, encouraged, collected and restored an audiovisual heritage of unvaluable cultural interest for which the Filmarchive of CulturArts-IVAC and the archive of RTVV are their two big conservation centres. This heritage is now in a critical moment because of the needing to face its technological transformation in a time of great economical and political difficulties. The closure of RTVV and the uncertainty about the future of its archive brings forth to oppose its hereditary condition against the temptation of privatizing its management and to remember the UE and UNESCO recommendations for they are public and non-profit archives who take care of the safeguarding of the moving images. If the fragility of the bases of the cinematography, videotape and image files is the key of its long term preservation, it results to be more determining the empire of the digital technology in both the generation, access and conservation of the audiovisual production, since it implies a pattern of obsolescence that can mean the blockade of the valencian audiovisual heritage if the Generalitat does not face it in an inmediate and resolute way: to provide the Filmarchive with the technological equipment needed for digitizing its collections, to give continuity to the digitizing plans of the RTVV archive and to encourage those of all the audiovisual archives of the Valencian Community, to strengthen –in accordance with the UE recommendations- the conservationist accent of tools like the public aids to the production or the legal deposit and to stimulate the development of the Catalogue of the Valencian Audiovisual Heritage are measures that can contribute to the long term preservation of our heritage.
