In sum, from this study it was concluded that errors can circle the model completely, since has been verified some weaknesses and limitations in construct validity, specifically in the content validity, and in predictive validity, on which the competence management model was developed. Abstract

The objective of this article is to analyze the model of people management by competences of Portugal Public Administration from the Interconnected Cycle of Legitimation and Qualitative Validation, proposed by Munck, Munck and Borim-de-Souza (2011). The categories considered were: constitutive definition, construct validity, composed by face validity, content validity, face validity and reliability, and predictive validity.
