Abstract
A review of the population factor in the African region around the great lakes of Victoria and Tanganyika is presented. The emphasis is on the level of awareness among the governments concerned of the relevance of the population factor to their development plans and the relationship between such awareness and traditional pro-natalist values in the formation of population policies. Particular attention is given to Burundi and Rwanda.
