With presiden. t Cli ton settled in for his second term in office, it's hard to believe that just four short years ago health care reform was the talk of Washington-,Everyone, from consumers and practitioners to employers and politicians, had an interest in what reform might mean and what form it would take. But after many headlines, much debate, and heated battles on Capitol Hill and in state capitols, health care reform died with more of a whimper than a bang.
