The contributions of Thibaud and Calderon to the conception of sovereignty were relevant, and those of Palti regarding representation. Thus, it is concluded that the fragility of local sovereignty is due to internal problems such as the conformation of representative bodies and the preponderance of some populated centers that were called “provincial headers”.
