The process was marked by the strong influence of opposing interest groups, whereas political parties and public opinion played a secondary role. Abstract

Gun control has been a relevant political issue in Brazil for over twenty years. The first goal of this article is to understand and explain this unusual prominence in the political agenda. The second is the empirical verification of a proposed modification for John Kingdon’s Multiple Streams Framework that may allow a more appropriate application to the Latin American context.
