We applied the structured questionnaire with 1,060 participants. Through exploratory factor analysis, we found an empirical structure with first and second order factors. The second order factors differed from the theoretical categories applied in previous studies. The factors found (e.g., Bureaucratic Process and Participation) reflected the public workers perception about the reality experienced.
