Abstract

The creation of legislation for Social Interest Housing (HIS) development in Sao Paulo came from the need to foster a legal framework for the city's housing policy in 1992. There were three main decrees from 1992 to 2016: decrees no. 31.601/1992, no. 44.667/2004 and no. 56.759/2016 along with debates about Municipal Master Plans. The latest two of them have also been influenced by the Statute of the City.
