Abstract
The article discusses compared territorial policies between European Union and Brazil. The EU’s Territorial Cohesion Policy, based on the New Regionalism, faces the scenario of the European economic crisis during the budget review for 2014-2020 during the making of the Europe 2020 strategy. The OECD’s market predominant approach for endogenous or place-based development policies of the European Union’s Directorate-General for Regional and Urban Policy (DG Regio) has influenced countries like Brazil. At the same time when the European Parliament renews its support to regions in transition and to the cross-border ones, the reality of European borders shows a relatively pessimistic scenario, despite important experiences of territorial management like in the Upper Rhine region between France, Germany and Switzerland. Brazil is undergoing a revision of its National Regional Development Policy Regional (PNDR), keeping OECD’s approaches, while adapts its policies for borders and territorial defense.
