On the example of the German and Russian curricula for the first semester in the direction of “Industrial and Civil Engineering” demonstrated a fundamentally different approach to the training of future engineers. \nResults. The European system of technical higher education provides highly specialized training aimed at obtaining a civil engineering profession. Bachelor’s education in accordance with the Bologna Agreement is comparable to secondary specialized education. The Russian system of higher education prepares a diversified specialist capable of solving diverse tasks. \nConclusion. The division of higher technical education into classical (science-intensive) and specialized (applied) is proposed. Classical education will include the training of employees of science and education. Abstract

Background. One of the most pressing problems of modern Russian education is the exclusion of Russia from the Bologna Agreement. The main goals set for Russian higher education, which were pursued when signing the Bologna Agreement, are outlined. Materials.
