Abstract

In this dialogue, Terry Flew first outlines “a synoptic history” of the dominant discourses on Internet regulation. By exploring the global experiences over the past decades, Flew then articulates “the third way” of global Internet governance. Differing from both the “Silicon Valley” model of the United States and the state-led Chinese model, “the third way” is proposed to be built on trust and regulation.
