Data were analyzed by descriptive statistics, with exploratory and confirmatory factor analysis to calculate the factor loading of each item and the Innovation Orientation Coefficient. In addition to identifying how much the organization is oriented towards innovation, a better result was evident in the environment that stimulates learning in which the local manager has greater autonomy. Abstract
Public service innovations are required in a complex context and demand more efficient services. This article aims to analyze the orientation towards innovation in the public health sector in primary care. The descriptive and exploratory research was carried out in Curitiba/PR, Brazil.
