Abstract
In March 2017, through a quick legislative process, law 27,350 is approved establishing the regulation of cannabis for medicinal use. This article uses Paul Sabatier and Hank Jenkins-Smith’s Advocacy Coalitions framework to approach theoretically this minor change in politics. It argues that this change can be explained as a result of a struggle between two coalitions with different belief systems regarding the problem and the policy: the prohibitionist and the regulatory; the latter will articulate with a third coalition - the medicinal one - to achieve a cognitive change in the subsystem of politics
