Abstract

Norwegian municipalities can choose between two ways to organize the elected government: the chairmanship model or a parliamentary regime. However, the parliamentary regime actually at a local level, is to a limited extent described in a systematic manner, neither in the municipal act nor in governance research. Lack of clarity concerning the characteristics of this way of governance both organizationally and in terms of interaction between the various bodies, can make it difficult to determine what falls under it.
