Our research aims at 2; one is to analyze the generated operating systems, a good skill in assessing learning outcomes; Second, a tool to assess pedagogical students' skills was developed to evaluate learning outcomes and test scores on students of some pedagogical universities in Vietnam. Using the Delphi method, the authors conducted three discussions to create a student assessment tool. After developing a tool to evaluate pedagogical students on assessment skills, the researh tested the tool scores on 608 students of pedagogical universities in Vietnam. The study results provide policymakers and administrators of pedagogical student training programs to evaluate and build capacity for pedagogical students. Each country has its training program for teachers. With the trend of internationalization, the practice of assessing learning has common outcomes.
