Using the strategic action field (SAF) approach, we analyze a pre-commercial public procurement instrument developed in Andalusia (Spain). Drawing on qualitative and quantitative data, we shed light on the dynamics of collaboration between public and private innovation agents.</p><p>We show how a change in dynamics can generate a reduction in barriers to intersectoral cooperation. Abstract
