Abstract

It is axiomatic that law evolves in response to change, including ecological change. Sometimes change is slow, with the law taking decades to evolve. Sometimes it is sudden and dramatic, or at least appears that way at first glance. Either way, the law evolves to accommodate changing social norms, changing political and economic conditions, and changing physical and ecological realities. The field of transnational environmental law is defined by efforts to envision and achieve changes in the rule of law.
