Using these indicators to evaluate the sustainability of three border provinces in the Mekong transboundary basin which are Kontum, Attapue, and Ratanakiri, this research came to the conclusions that 9/24 districts in three provinces have moderate water use and renewable water resources level; the remaining districts are also using water at a moderate level but with low renewable water resources. Furthermore, research results showed that different governmental policies generated varying impacts on the sustainable use of water resources in three provinces. Hence, this research is an important scientific foundation for the authorities to build cooperative water resource management programs in transboundary river basins. Abstract

Due to the complex situation of integrated water resources management in transboundary river basins, this research built a set of indicators for sustainable use of water resources by the Delphi method and developed a specific calculation method for 22 indicators of 5 groups. 跨界流域可持续水资源利用指标
针对跨界河流流域水资源综合管理的复杂情况,本研究采用德尔菲法构建了水资源可持续利用指标集,并针对5组22个指标制定了具体的计算方法。综合指标分为5个评价等级,以反映水资源利用的规模和水资源的可再生性。利用这些指标对湄公河跨界流域3个边境省份Kontum、Attapue和Ratanakiri的可持续性进行了评价,结果表明:3个省的9/24区水资源利用和可再生水资源水平均为中等水平;其余地区的用水量也处于中等水平,但可再生水资源较少。此外,研究结果表明,不同的政府政策对三省水资源可持续利用产生不同的影响。本研究为跨界流域水资源合作管理提供了重要的科学依据。在未来的研究中,更详细的数据集的可用性将有助于构建更全面的不同阶段的水资源管理计划。
