The research had a qualitative-inductive approach, phenomenological design, the sample consisted of 5 participants and an in-depth interview with open questions was used. Results: It was corroborated that officials, according to their profile and knowledge of management skills, generate positive and negative effects in the creation of the social welfare of the population and the control organ contributes, through simultaneous control, to the achievement of efficiency and effectiveness of public management.
