Abstract

ABSTRACT Since its establishment, the Common Foreign and Security Policy (CFSP) has strived to increase convergence among EU member states. Yet, convergence remains elusive and scholars have started to explain the emergence of differentiated cooperation resulting from multiple internal EU crises.
