Abstract

The creation of monitoring and evaluation systems at a sub-national level in Mexico, although encouraged by different Federal regulations, was motivated by the National Evaluation Agency linkage strategy, which considered both the dimensions that limit or drive these systems, such as political environment, as well as institutional and specific capacities of each state. This strategy included an innovative component of incentives through awards and guidance, focused on the Recognition of Good Practices in Monitoring and Evaluation in Federal Entities and Municipalities, which, during its most recent event in 2019, highlighted the best monitoring and evaluation exercises at the sub-national level that promoted their institutionalization.
